Haelga is just a naughty girl. And my old Daggerfall character would so marry her. He's in a dead computer now, sadly.

They didn't "cut it", you simply have never been around at a time when Haelga and Maven are in a inter-NPC dialog situation. It's completely enabled to happen according to the CK.

Can't say they're Talos worshippers though, pity.

Of all the times I've been in Riften I never heard Maven threatening Haelga like that ever. She never approaches her at all in fact. Maybe it's a rare occurrence?
