"Maximum compatibility Skeleton"? Why Isn't one rele

So in short, I was wondering if there was a specific reason that nobody has created a skeleton for bodies, that has a ton of extra bones. Bones that currently have no/little use, but eventually we would see animated hair (down to a character's butt), animated wings, flowing robes, packs (such as backpacks), and tons of other things.
I don't think it'd be too hard to add bones to the existing skeleton, but I really don't know much about it (otherwise i'd have my name plastered on it by now :P )

I know there's BBB (bouncing briasts), but if I remember right, that only adds the briast bones. But at least its proof that bones can be added, and animated.

All this came to my mind while i was playing a game called Vindictus, and it has flowing physics for almost everything. And I thought 'how awesome would it be, to see flowing hair in Skyrim?'... Because honestly, the lack of long hair that mods provide, kind of bugs me. The longest hair i've seen is a little longer than shoulder length. And I think thats because if it gets too long, its stuck being badly animated with the spine bones. If it had its own unique bones to flow behind the character, that'd be awesome.

Oblivion has a Maximum Compatibility Skeleton, and if you look at it, it has tons of extra bones sitting around.
