Paarthurnax and Cicero really. Most NPCs, even Alduin the supposed antagonist....were simply woefully under-developed, and could barely be considered shallow caricatures.
To be honest, I don't think Oblivion had any memorable characters. Every character felt the same and many characters had similar appearances. For me, Skyrim is a big improvement in this regard. I mean Cicero is my all time favorite TES character

Well, that's debatable ^^.
Oblivion had not-so-good graphics and a few voice actors but there are a lot of characters who are memorable, some of em are so memorable that appered in skyrim or were mentioned .
Babette- Vampires are awesome as it is, but a ten year old looking one? Even more-so. Cicero- [spoiler] I enjoyed killing him... more than I should have Sanguine- The quest was amazing
What about J'Zargo? I remember that guy whenever I look at a cat, and I remember Cicero a lot obviously, adn Brynjolf because he's the only guy with a scottish accent, and for some reason Irileth, never known why.
