That's what the Guns skill and STR requirements are for.

Do you mean a hard cap, i.e. If this revolver is a Guns 50 weapon and I've only got 49, I can't shoot it kinda hard cap? Is so, then I do not agree. I like the soft cap, but I think the strength requirement should be lowered for almost all weapons and raised for all "heavy" weapons making the gap between shooting pistols/rifles and shooting large weapons like miniguns greater. You don't need a ton of strength to shoot *most* pistols, rifles and shotguns, but you should need a buttload to handle a manport minigun or automatic grenade launcher. I also think the guns skill should have a proportionally greater inpact on spread, ROF, reload times and immediate action for stoppages for all guns. If you have no idea how to work a weapon, i.e. low guns skill, you should not be able to hit the broad side of a raider or speedily handle all the weapon's functions.

I've got to agree a hard cap doesn't really make sense most anyone could get a weapon to function with little to no previous knowledge or skill but they'd be horrible with it I think the way to go would be to have a lower than required skill reduce ever weapon stat by a lot more than it does now making a weapon a lot less effective unless you actually put points into it.
