I just started today and i wanted to increase my blacksmithing and was wondering how to mine and smith ingot/

To mine you need ore, found one spot in the first dungeon it was a bit hard to see however I understand it should be actual mines in the game to.
To smelt ore use a smelting oven, it's one at the side of house of the female smith in whiterun.

There are mines scattered across the world that have different ore's in them (and also some of them have a smelting oven right outside!) There is a ton however and even my own personal spreadsheet only has like 10 hehe.

I found one in the starting dungeon and one on my trip to Whiterun at the bottom of a valley (I think). You need a pickaxe, though, don't forget that.

alright now i understand you cant just use a forge and these mining spots, do they sparkle or have any outstanding features?

No, they have a little bit of different color, iron has a light gray standart metal, color. It will say thats it's iron ore when you walk up to it.
