So here I completed the main quest...

The head brother tells me that there is no new words to be learnt... Everything is silent...

Yet I'm missing quite a few power words, if only because a few of them are still at the first of second levels...

Where can I get them if everything is silent?

Here is a list.
-Disarm ZUN HAAL VIK: One word is in Snow Veil Sanctum, which requires Thieves Guild.

-Fire Breath YOL TOOR SHUL: One word is in Dustman's Cairn, which requires Companions. This can be bypassed: when Paarthurnax teaches you a word, use a Dragon Soul to learn it before he empowers you, and he'll empower the next level instead.

-Ice Form IIZ SLEN NUS: One word is in Saarthal, which requires College of Winterhold.

-Marked for Death KRII LUN AUS: One word is in the Dark Brotherhood Sanctuary. You can reach this by joining or destroying the DB.

-Slow Time TIID KLO UL: One word is in Korvanjund, which requires Civil War. Another word requires a part of Labyrinthian* that requires College. To avoid bugs, get the first word from Hag's End (no quest requirement.)

Everything else is gained during the main quest or from freely accessible walls.

*The world location Labyrinthian has three dungeons: Lost Valkygg, Shalidor's Maze (which has a word of Dismay) and Labyrinthian. Only the last requires College.

I have found many words and killed many dragons. I have gained the souls but I still can't use any but the first two shouts gained when I started. It says I need souls, I have 28?????

You need to spend the souls to unlock the shouts. Go to the Shout menu, select the shout you wish to unlock and press Square (if you're on the PS3, don't know what the appropriate button is on other things), and then you have access to the shout.

Yeah man I got the same answer after awhile from them and it might be like Lord vukodlak said that they are only accessed thrue quest's. I didnt care much though I just decided to part with the old guys and joined my blade mates who provided me with better services.
