I have an idea, but I have zero modding skill so maybe someone can help out?

Unarmed attacks grant no skill bumps or xp or whatever it's called. Is it possible to create a small mod that grants a small amount of skill xp to Heavy Armor if a player is wearing heavy gauntlets? I'm thinking less than normal one or two handed attacks grant, being that it's slightly double dipping into how Heavy Armor would normally level. Perhaps half of normal weapon attacks xp? A quarter?

What do you modders think, is this possible to do?
