I keep seeing people saying they got attacked by dragons within a town but that never happened to me. Are there any mods that enables dragons to attack me even if im within a city? over 500 hours played from a few different characters and still nothing. Thanks in advance.

It's pretty rare. I've only been attacked in Solitude once, and in Riften a few times. I could have to do with you entering a city when a dragon is engaging you.
