I can't see it being delayed for the PC/PS3 much longer after the 30 days.
The DLC is developed on the PC for all platforms at once. Hell, they accidentally released the wrong Creation Kit last week, one that was incompatible and only worked with the DLC patched game; and even the one we have now, which is an older version from the "leaked" one, if you enable version control the title bar changes to "[DLC] Construction Set". Everything's made for all three paltforms at the same time.
The DLC exclusivity was announced well before the game's release. The idea is that if people have a PS3 and an Xbox, and know that the Xbox version will have early DLCs, they may be tempted to get the Xbox version instead. To suggest that the idea is people buy an Xbox just for a DLC is pretty absurd. The contract is 30 days. Todd probably didn't announce a date because he's not in charge of marketing. If he went "30 days" or "soon after", and it didn't come for an extra month, then people would play hell.
Like someone mentioned, they've made the DLC for all platforms. The Creation Kit that has been adapted for the DLC has been polished for us and is ready to be released (or rather, re-released). I have no idea on the release date, and I don't claim to know. But to delay it for an extra 4 months or longer would be absolute suicide. They've made a trailer, they've built up a hype. In a few months time that hype will be lost, everyone will know the plot and spoilers. It just makes no sense whatsoever to delay it much longer than a month or two after the Xbox release.
