Most corrupt place

Nearly every hold in Skyrim has some sort of corruption, some more then others. What do you think is the most corrupt area?

For me, I'd say it's either Riften or Markarth.

Markarth. The Silver Bloods have bribed the guards to keep quiet about the Foresworn, but are also in control of the Foresworn to keep themselves in power, and they own the jail so people who are against the Silver Bloods can be locked up without trial indefinitely.

Not anymore.. In my Skyrim anyway.

Riften is just corrupt to it's very core though, Markarth might have some serious corruption but it doesn't have anything on Riften, home of the Thieves Guild, Skooma dealers, illegal dog fighting rackets.

Not to mention Maven effing Black-Briar is the Jarl !!!

Riften, nice looking place but Black Briars and Thieves Guild in one city is hard to beat.

Clearly Windhelm. The ambition of one murderer threw an entire nation's sons and daughters into a conflict that, in their worst outcome, has needlessly spilled the blood of thousands of native sons/daughters, and at best, dismantles a cohesive resistance against a far greater threat.

Markarth is more corrupt as the jarl is involved - and even more so after Silverblood becomes jarl. In Riften, the jarl is trying to put an end to the TG and Skooma trade. Once Maven becomes jarl, the cities are about equal concerning corruption.

Yes a bit to the North of the city, there's a cave with, actually it's wolf fighting, and people gambling on it. I suppose that might not even be illegal, but then why would they be doing it in a damp dingy cave if it wasn't.

I gotta go with Markarth - after all they frame me... I do think Riften is a sewer as well, but Markarth, well they earned my ire.

Still hoping to be able to clean up Riften in some future patch. Employ Mjoll and make her happy.
