Recently on my theif after getting 100 pickpocket, I now pickpocket enemies weapons, if possible, before having a fist-fight..it honestly is hilarious..

Until one picks up a battle ax and whacks you senseless with it..

i should devote one character to just being a clown, prankster, scoundrel, han solo-type that only takes the perks that can create the craziest character.

Can you swap characteres mid game or do you have to create a new game?

If you mean if you can create a new character at the level you currently are or re-arrange the perks, no you have to create a new character.

OR yu could just use the disarm shout...

While you are rummaging around in their pockets, leave them a little present in the form of a frenzy + damage health poison.
