Moved object pops back to vanilla location ingame

So I'm expanding Dawnstar by adding new buildings and docks ( and maybe a wall.) Mostly for personal use but I'll probably upload it so I can get used to the Steam Workshop.

Anyway, to my problem. I am moving the Mythic Dawn Museum back a bit to make room for another building in front of it. I have moved EVERYTHING related to the building back a few feet, with the building. In the Creation Kit, the banners are connected to the building and so are moved from their vanilla location. However, when I load the game up the building is in the new location along with everything else, except the banners which have moved back to vanilla location, hovering in the air (now connected to nothing.) Loading up the .esp in the CK shows the banners in the new position that I moved them to so I have no idea what is going on.

All I could think of is that the banner position is loading up from the .esm instead of the .esp but I cannot think of a reason for the banners doing that by themselves.

Most times I have said banner in a paragraph.

Anybody know how to stop this?

I would post pictures but I haven't been a member long enough to post links.

TL;DR How do I stop something from reverting to it's vanilla location in-game when it is not there in the creation kit

Oh, that bug still exists? That's a havok issue. Havok items seem to more readily get stuck in their original positions in this game than they did in previous games. Oblivion had this issue too, and usually it would correct itself after the next cell reset. Which in Skyrim is a long time to wait for things to update.

It would explain a few things with my Open Cities mod as well when I was moving things around and found they'd not play along.

I missed around a bit, noticed the banners were connected to a reference marker. The marker seems to have something to do with the quest for Mehrunes Razor, which I haven't actually done, so maybe the banners are triggered to disappear once it's done, or something. Thereby making them quest related and more important? Just spitballing, might be relevant for the objects troubling you too
