Must Whiterun be destroyed?

Ive been hesitating returning Ulfrics axe because I didnt want to see Whiterun burned down. Now I got a quest to make peace between Ulfric and Tullius and thought "great, now there is no need to take out Whiterun". But when I go to Ulfric there is no speech option to go see the greybeards. Is it a glitch or am I being forced to complete the civil war quest before I continue the peace treaty quest? Tullius also offers nothing that seems to further the quest.

Whiterun doesn't get burned down, sure, one tiny building is closed off, everything else is normal...

This is why the Empire is better. They protect people like the citizens of Whiterun from having their home overrun and their brothers and fathers in the local guard from being slaughtered.

LONG LIVE THE EMPIRE!!!

(btw, the peace treaty is impossible once you choose sides in the war, from posts I've read. I mean, how can you negociate a fair peace deal when you have sworn loyalty to one side.)

It isn't I was able to do the peace council even though I choose the Legion. I assume the only time the peace council is scrapped is when the Civil War is over or the final battle between the Stormcloaks/Empire happens. Of course bugs could another option.

Whiterun is not destroyed- it's just roughened up a bit.

you are going to have to do the witerun quest before you do the peace treaty. its a glitch it happened in my game too only with the jagged crown quest. as soon as you complete the current objective you should be able to talk to ulfric and then put the rest of the civil war quests on hold.

not necessarily. when i did it after joining the stormcloaks tullius just mentioned how he was disappointed at the fact that I was biased and was upset that he agreed to come here knowing my stromcloak ties. he accepted the treaty anyway though.

Allowing the attack on Whiterun did allow me to tell Ulfric that the greybeards wanted a meeting. :)

Ironic that the Jarl required me to make peace before he would allow a dragon to be captured in his keep, but then Im forced to overthrow the Jarl before I can attempt a peace treaty.
