I think this mod is going to add something that has never been done before (as adding perks in the CK is impossible to do efficiently, and perks cannot be granted dynamically in-game), and will drastically alter/make more tactical and challenging all combat in the game.
But I can't think of a freaking name. Equalizer? Lacks something. Perky's Perked NPC's? Too cutesy. Inferno Mode (I anticipate my players will be dying quite a lot. Hehe.) Uncreative, Undescriptive, Awful. NPC Perk Overhaul? Unexciting. I dunno, I'm stumped. Hoping ya'll had something for me.
{For those skeptical, I have already made a test run that adds a perk causing everyone to do 100x damage with one handed and added it to every NPC. Worked like a charm.}

(TL;DR - I'm gonna make Squad-based Skyrim)
Eventually I will make it such that the player has 5 non-companion "minion slots" which can be filled with anyone who isn't your enemy, isn't cowardly, is not unaggressive, isn't already a potential follower, isn't an animal (on second thought, isn't a dragon, which goes away if you leave Paarthunax alive and finish the Main Quest. Animals would be cool companions) etc. that you get through a Dialogue Option. They follow you around and fight for you like normal companions, and when you level up they do too (using that SetRace trick methinks) and of course they get perks too. At the beginning of the game you get a squad of Stormcloaks/Imperials and you basically play a squad-based tactical skyrim. At that point I will rename it and re-release as a separate mod, but that's the plan. This makes for an RP experience where the player isn't some potion guzzling demigod who can topple nations with his fists, but rather a man with a great destiny.
