So ive been working hard for the NCR done kings gambit, i put a spell on you, Things That Go Boom, and some of the unmarked quests. For some reason they are still neutral with me and Hsu hasnt given me the key to the safehouse. This is quite frustrating is it a bug or is there more to do?

Are you sure your at 'Accepted' rather than Neutral? The Safehouse key doesn't come until 'Liked.'

Thing is i was accepted then liked then back to neutral like its going all over the place which is weird cause im only working for the NCR

I assume you are not wearing any faction armour or clothing?
Best not to wear any faction armour at all when doing quests. Not sure if and rep you gain while wearing faction armour actually effects your real reputation. I know it's supposed to but I'm not sure if it actually does.
