Does anyone know if the armor the character in this screenshot wears is in the game?

As far as my knowledge goes, it's a cut version of the NCR armor, It's very neat looking armor, but I guess thats life.

Looks much better than usual NCR troop armour which looks somehow odd to me. But then Legionaries look even more silly in my opinion. Sort of like a american football team.

Anybody knows if this mesh is in game?

Yep. Boone gets http://fallout.wikia.com/wiki/1st_Recon_survival_armor or http://fallout.wikia.com/wiki/1st_Recon_assault_armor with the 1st Recon patches on the shoulders when you complete his quest.

Oh, you mean for you to wear? Maybe on PC with mods...otherwise no.

edit: actually for modding yes. But not for myself, rather to replace generic NCR trooper stuff.
