I saw this guy in Hoover Dam with a helmet and this mask that was black on his face, it looked like the mask the legion recruits wear and i want it.

I assume you are talking about the NCR ranger helmet. If so, do the mission where you have to protect the NCR pres. A Ranger will get shot in it, and you can take his stuff.

Do you mean the Ranger Combat Armour? Probably the simplest ways to get it is by killing someone wearing it.

I've heard there's a lot of stuff you have to do to earn it, first is having a good rep with NCR, then joining them. I haven't seen anyone do a rundown vid showing how to get it, but you might want to try talking to some of the leaders of the Republic like the guys at the embassy on the Strip or there are probably people that let you enlist at McCaran.

No, OP is talking about some random ranger wearing the same goggles and scarf like the Legion Recruits.

I've tried getting it, but it's impossible. The item does not actually appear on the body. Only way to get it would be on PC via mods or maybe console commands.

Its not a veteran ranger and its just a trooper with legion recruit mask and a helmet. I tried putting both on and it wouldn't let me.

NCR Ranger Veteran Armor. It's almost not worth having because the Desert Rangers don't appear till the end of the game, along with the Salvaged Power Armor NCR Troopers. You have to kill either btw to get their armor. That or grab it off dead troopers in the Hoover Dam battle, but then you can't take it home with you. I think the Salvaged Power Armor looks cool with Legate Lanius' mask.

Its actually pretty easy to get this armor, I think, at least.
Get a Stealth Boy, go to a place where there are a Veteran Ranger(I guess thats what you want), make sure you have a silenced weapon like a Sniper, first of course buy the silencer for it, use the silencer on it, then you go behind a Veteran, use the Stealth Boy, and VATS the Rangers head, no karma loss or reputation loss if you get a sneak attack, once the Ranger is dead, you just loot his body
You can do this to get any armor you want, I guess

If you have high enough Sneak and a silenced weapon that can instantly killa Ranger Veteran, go to ranger camp Delta and sneak kill one. It will not have any effect on your reputation and you can simply loot his stuff. This way you might also find the sequoia or the anti material rifle.
