I dont know if this has been noticed before or not, but during the quest to disarm the bomb, you CANNOT get on the tram. I can make it to the tram before it leaves but I cant get through the doorway, its like an invisable wall, then it takes off and clips through my character. The only way I've been able to get into the tram is the console command TCL. This seems like a physics bug to me.

Doesn't happen all the time. I had no issues with getting on the train and disarming the bomb. But, there have been many issues and bugs reported with that quest

Doesn't happen all the time? this is my 3rd character and play through and its happened all 3 times and through many reloads on my latest character. I like many people though it was suppose to happen this way, until I read the strat guide and saw it says your suppose to be able to save the tram.

huge the right side and run along the fence youll get in but it doesnt matter... the only way to win this quest is to sneak and listen to the convo hear about the bomb and then go disarm the train with out killing the guy.

I tried that trick, sneaking on the railing and entering the train, and it did work and however once I got off the train it took off and still blew up despite my defusing the bomb. I tried sneaking back out too but Hsu does not recognize I finished the quest. Looks like its broken all around.

Just got there yesterday. First time I visited, before I was on the quest, I couldn't enter. Then after that certain thing happened I went back and could just enter through the doorway and do my thing.
