So...my mage is curious how this works. If he makes magicka reduction gear w/ two schools on four items, he can reduce cost to zero...helm, armor/robes, ring, necklace.

The perk applies a bonus to my enchants...to what %? 33? is this 'displayed' or just known. I would like to get reduction in multiple schools and not necessarily 100% as I can do two schools currently in conjuration and destruction.

What's the best way to do this w/out alchemy?

Since you don't want 100% you can use single enchants that have 2 effects (Fortify [school] and Magika Regen) then you can use the Extra Effect for a Resist (Frost, Fire, Shock, or Magic).
