Someone who will actually use a bow I will craft for them instead of their default bow. I'm a tank so I just need some range damage to help me out.

Faendal uses bows I give him but I met him at level 1 so he's about worthless now. I have stayed away from meeting all other followers so they should all be my level still.

Aela from companions. Also I believe you can "increase" a followers level by using wabbajack on them. I don't know if that's still the case though.

Jenassa When I give here arrows she will use the bow I give her however sometimes I see her pull out her default bow then a few secs later gos back to the bow I give her but I usually take all swords maces etc those those types of weapons just to make sure she uses the bow.

These names are going to most likely misspelled but, a good archer follower is Jannassa and she's in "The Drunken Huntsman" in Whiterun. A good spell casting follower I tend to use is Marrcurio who is in "Bee & Barb" in Riften.

Annekke Craig-Jumper's a good choice. She's easy on the eyes too. However, since you're a tank, it's usually better to take a mage along instead. Illia in darkwatch tower's a really good choice.

Same with my sneak character. She's a perfect match.

There's one thing to remember, though, all followers have a "primary" type weapon they use. Be it 1H, 2H, bow, etc.

They may pick up the bow you give them, but more often than not they'll revert back to their "primary" weapon.

Also, Faendal is a bow trainer - so that may help you because he should be a primary bow user.

And for the leveling , there's a mod for that

You might consider a Mage follower. They can offer the ranged attacks, including the ice spikes -- which then allows me to rush in and take 'em down with my ebony sword
