Need help with Wild Card questline : Fallout: New Vegas

I can't figure out how to complete the wild card quest Finishing Touches. I think I already installed the thing in the NCR bunker for yes man but I can't find him again and don't know what to do to trigger the next quest. Please help

Shouldn't he be in place of Mr. House at this stage? Haven't done his quest line in a while, but I'm pretty sure you kill House, then Yes Man replaces him in the Lucky 38 Penthouse.

He's in 38, taken over the screen where you used to ralk to House
