Get Dawnguard, lvl 50+. Never seen a werewolf and no Legendary dragon.

WTF? When Vampires, werewolfs and dragons get a boost I can't fight them even when I'm so OP?
And then I'm leveling to lvl 70+ They arn't that hard any longer. Harder yes but not early enough.

And not only that, only Harkon and ME/YOU are vampire lords. I want to face a wild one too you know. Not only Harkon.
I play on mastery and if some people think it's to hard they just need to lower the difficulty. Not that hard.

My current character is level 47, with 170 hours so far and I haven't seen one Werewolf outside the Werewolves you see in Vanilla Skyrim. I know they are supposed to be random encounters in the wild, but I haven't seen one at all, plenty of Vampires, including one Ancient Vampire running from two Vigilants of Stendar screaming for mercy when at full health, (WTF? That Vampire should have kicked their asses back to the Merethic Era) and its starting to annoy me. I want to see a random Werewolf encounter, are they level locked to a high level? If so what level? If not why have I not seen one in 170 odd hours of gameplay, the majority of which I have been a Vampire so I've been travelling at night as well, when they are supposed to come out.
