Alright, if i didnt download any of the patches for new vegas, do i need to download any patch to play dead money or honest hearts, or is the patch all ready preinstalled in the dlc when i download it??

As long as you enable to keep New Vegas up to date within Steam it will auto update when new patches come out. If New Vegas is not up to date then no you will not be able to play any of the DLCs. The DLCs themselves do not contain a patch.
