It depends on what your definition of a scary movie is..
Is it one with many thrills? (Complete silence... then killer jumps out of nowhere!)
Or is it blood and gore? (body parts laying everywhere, where you can actually see the ripped flesh, and oozing blood)
Or is it disturbing mental images? (the thought of killing innocent little bunnies for pleasure)
Or deep chilling thoughts? (we are not alone, the end is near)
The classics? (Werewolves, Dracula, Frankenstien...)
Or a combination of them all?

If it's thrills... then movies like Friday the 13th, Halloween, Nightmare on Elm Street, Scream, and other slashers in general are pretty good.
For blood and gore, the above slashers are pretty good, but I'd like to add movies like Final Destination, Saw, and AVP.
For disturbing mental images; Seven (or 7 or Se7en), and Night of the Living Dead (1968 one, not the remakes)
And for deep chilling thoughts; Sixth Sense, Signs, War of the Worlds.
Classics; House On Haunted Hill, The Exorcist, Wolfman, Van Helsing

It also depends on what scares you. Zombies? Aliens? Ghosts? Classic monsters?
