Initial Troubleshooting Steps

1. Exit and restart Steam

2. If the issue persists, exit Steam and rename the ClientRegistry.blob and restart Steam
This file is located in the directory: C:\Program Files\Steam (or whichever directory you specified during installation).
Completely exit from Steam, then rename this file to ClientRegistryOld.blob.
Restart Steam to allow this file to be recreated and test the issue you have seen.

3. If renaming the clientregistry.blob file does not resolve the issue, please exit Steam and delete everything under the Steam installation directory except Steam.exe, the ClientRegistryOld.blob, and the /SteamApps folder - this will force Steam to update when you log in.

4. If the issue persists, repair your game cache files.
From the My Games tab, right-click on the game and select Properties from the menu.
Select the Local files tab and click the Verify integrity of game cache... button.
Steam will verify the game cache files (GCF's) - this process may take several minutes.
Once the process is completed, the Check Window will automatically exit.

5. If this issue is only happening on a third party non-Valve game, please try launching the game's .exe directly from its installation folder: C:\Program Files\Steam\SteamApps\Common\. You may also try other .exe's such as Launcher.exe in the game folder to see if a different error message is found.

6. This error could also be caused by having certain Steam files set to Read Only. To resolve this:
Exit Steam.
Navigate to the directory where you installed Steam. (Typically C:\Program Files\ or C:\Program Files\Valve\.)
Right-click on the Steam folder.
Select Properties.
Check the Read-Only checkbox and press Apply.
Uncheck the Read-Only checkbox and press Apply.

7. Double-check your router configuration to make sure that it is properly configured for Steam. If bypassing the router by connecting directly to your Cable/DSL modem allows the game to work correctly, then please consult the Using a Router with Steam topic for more detailed instructions on configuring your router.

8. Disable all background applications, including Anti-Virus software and Firewalls.
For Windows XP
Click the Start button and select Run.
Type msconfig and click Ok.

If your computer is in Normal Startup do the following:

Click the Selective Startup button.
Uncheck the Load Startup items (or Load Startup Group items) box.
Select the Services tab and check Hide all Microsoft services.
Click Disable all.
Click Apply and Close.
Restart the computer when prompted.
Once restarted, if the system configuration window appears, close the window. Select No to restarting if prompted.

If your computer is set for Selective Startup do the following:

Click the Startup tab at the top.
Make a note of the items that have checkmarks next to them.
Select Disable all.
Go to the Services tab and check Hide all Microsoft services.
Make a note of the services that have checkmarks next to them.
Click Disable all.
Click Apply and Close.
Restart the computer when prompted.
Once restarted, if the system configuration window appears, close the window. Select No to restarting if prompted.

If the program is working fine then it can be concluded that some of the background applications running in the system were causing the issue.

To identify the program that is conflicting with the program follow the steps given below:

A. Click Start, click Run, type msconfig and click Ok.
B. Click the Startup tab and click Enable all. If the computer was in Selective startup enable the items that correspond to the items noted earlier.
C. Click the Services tab, check the option Hide all Microsoft Services.
D. Click Enable all. If the computer was in Selective startup enable the items that correspond to the services noted earlier.
E. Uncheck one of the services from the list.
F. Click Apply, click Close and restart the computer when prompted.
G. Play the game and test the performance.


Conclusions
If the issue is resolved, the service disabled above (step E) is the cause of the issue. To play the game you must disable this software.
If the issue is still unresolved then uncheck a different service from the list and repeat steps A to G.

If the issue is still not resolved check for Start up items which may be conflicting with the game.

A. Click Start, click Run, type msconfig and click Ok.
B. Click the Services tab and click Enable all. If the computer was in Selective startup enable the items that correspond to the services noted earlier.
C. Click the Startup tab and click on Enable All. If the computer was in Selective startup enable the items that correspond to the items noted earlier.
D. Uncheck one of the startup items from the list.
E. Click Apply, click Close and restart the computer.
Play the game and test the performance. If the issue doesn't occur, this confirms that the particular service running on the system is causing issue.
If the issue occurs, check the startup item unchecked in the previous attempt.
Uncheck another startup item and repeat the steps A to E.

If the above steps do not help to resolve the issue, follow the steps given below to, revert the changes made in your System Configuration Utility (msconfig):

A. Click Start, click Run, type msconfig and click Ok.
B. Click the Startup tab and click Enable all. If the computer was in Selective startup enable the items that correspond to the services noted earlier.
C. Click the Services tab, check the option Hide all Microsoft Services.
D. Click Enable all or enable the items that correspond to the items noted earlier.
E. Click Apply, click Close.
F. Restart the computer when prompted.

format and reinstall your OS, then install the game. i know you shouldnt have to do this but with PC gaming its almost a must. Over time files and settings get changed. There is literally millions of possible problems from other applications and old drivers hidden that wont show itself. I did this and it solved 90% of my problems. Besides, its good to do this every once and a while anyway.

Formatting and reinstalling is the very last step anyone should take. If you want to check files for integrity you should do this

type sfc /scannow

You cant just post the problem in your title.
What is happening exactly?
When and where is the problem occuring?
When did it start?
Have you been able to play the game before?
Do other games show the same symptoms?
You need to post as much info about the issue as you can.

basically I haven't EVER been able to get the screen past the start-up splash screens. I've tries just about everything to get this game to work. No other games are having any issues, BUT i don't have that many to test with.

I've unistalled any sort of code that has ever been loaded, updated all my drivers, even re-installed OS. Clean boot .. Only thing running is Nortan Security Suite.. and I've even tried after I removed it..

Hopefully someone will figure this out, or a patch will eventually be released. I did try to install my old fallout3 on this machine, and it also crashes... The Original FO3 worked on my OLD xp machine, just not my new win 7 system.

and No I haven't tried FOMV on my old XP machine... but I will

I'n the past I've tried the nvida fix, and tried using mod magaers with the .ini fixes.. same crash on the same spot.

I can click on the sound/music files and they play fine,.. the video files DO not play since.bik has no association.

Hope that helps, and appreciate any assistance

Nope It crashes BEFORE the intro video starts...

The only way I've ever been able to watch the into video was to download RADTools.. and then open the .bik file to watch the video...

If yourt system is otherwise stable, we need a good memory dump to view the issue. You can attach debugdiag (from MS) to the program and get it to generate a crash dump.
You can email me themini-dump and I can take a look at it. Another avenue is to contact bethesda tech:

FINALLY WORKING ! ! ! ! ! !

Thanks to Jasper1979 for steering me in the right direction...

My issue was with a NERO DSFilter.. I had uninstalled nero.. but it left a ton of junk behind. Removed the directory, and cleaned the registry to remove anything with AHEAD nero


SO ... turn dumps on,... once the system CDT .. examine the dmp file created/// might help you



I set my System to produce dumps... Control Panel\System and Security\System Advanced System Settings Startup and recovery write debug info kernal; dump
Downloaded debugdiag
Examined dumps created under my user appdata local crashdumps
