This is not as much a new build, but a concept that can be improved upon or changed, if you so desire.
Build: Permanent level one. You cannot assign points to stamina, health, or magicka.
This means no leveling up.
Skills/Perks: Since you cannot level up, skills and perks cannot be used.
You probably won't be able to play a mage character since you cannot increase your mana, and you can't enchant to lower mana costs and/or increase mana regeneration. Edit: Maybe a conjurer, but not a destruction mage.
Armor and weapons: Since you can't select heavy or light armor, or weapon, skill trees, you use what you find on dead bodies, loot drops in dungeons, or what traders sell.
For example, my character started with light armor, sword and board, a 2H sword, and a bow she found in the Helgen Keep. She did the golden claw quest in Riverwood (and the tower before you get to that dungeon), and found heavy iron armor. I then switched her to bow, and 2H sword backup, and heavy sneaking.
Since then, I've had to give up two pieces of heavy armor because she had loot drops that had two pieces of light armor with a 15% damage increase for archery/bow. She also found a ring with a 15% archery damage increase. What really helps in archery is that earlier this week, I had a draugr overlord drop an ebony bow that was four levels higher than the Falmer bow I was using.
I have the quest from Riverwood to talk to the Jarl - but I don't want to start getting dragons yet, so I'm holding off until I finish some other quest lines, i.e., thieves quests, Dark Brotherood (have not gone there yet, but did start the quest line by doing the job in Riften, I just have not slept yet to officially start the quests.), and probably the mages' college.
If you're used to powerleveling smithing, alchemy, and enchanting - don't. There's no reason to do it since you can't access the skill trees, and also, you'll still be level one, while all your enemies will level up their combat capabilites way above you. This will make the game much harder on you - so if you like that, go for it lol.
