I actually don't understand why they let 4 out of the 9 'cities' look exactly the same. The fact that all 9 cities are more like towns is something I can understand, they would otherwise appear too big compared to the outside world. They would also feature too few content, why make cities larger if you don't need the extra space for gameplay?
However it is strange to me that a game in development for over 3 years only gives 5 of its cities a unique look. The other 4 have to make do with the same village-buildings as actual villages. It seems to me that they could have atleast given these towns a few stone houses and a more unique cultural look. And why can't we buy a house in these cities? How hard is it to give us 9 purchasable houses?
Don't get me wrong, it is clear that Bethesda put a lot of time and efford into developing this game. They are a shining example towards lesser developers such as Bioware on how to invest into a RPG. It seems unfair to complain about Skyrim when games like Dragon Age 2 sell and score almost as high. Games that hardly feature content and have too much 100% copy/pasted dungeons. Yet I am left wondering how it can be that they didn't have time to make a couple more uique buildings and flesh out the setting.
