New Vegas Installed in Steam, but

What is going on with this game. I own Fallout New Vegas and recently bought Dead Money. I can't even launch it because the game ask me to install it, even though it is already installed and completely downloaded in steam. I really loved Fallout.3 when it was just GFWL. At least I could launch game using Fallout3.exe. Now even if I use FalloutNV.exe, the game still launches the Launcher and tells me to install a game

Is it asking you to re-download the game?

When FONV was initially released several people with the disk version were asked by Steam to download it. I can't remember the specifics but I believe it was an install order thing and it could be fixed by changing the order that you did it in.

Not asking me to reinstall the game. I just go to launch the game and instead of seeing launch, I see Install. The game is downloaded. I even re-validated the files. Oh well. Onward to to some other game that actually works. This is why I will not be buying Skyrim.

Update: It turns out that the game has complications on Windows 7 with the UAC turned on. With the UAC turned on, the installation does not complete, or registry settings aren't written to the registry. Because of this, the game cannot launch. Unfortunately, the UAC has to be turned off. It's a shame that the UAC must be turned off, but hey...

The game now works.
