New world creation problem

I've created a new 2048x2048 world with L3DT, made .esp with TESAnnwyn, converted to .esm and generated the LOD with Oscape...so far so good.

In the CK, it shows up perfect, but there are a few tears in the landscape. I decided to try and re- generate the distant LOD meshes in the CK. Everything, again, went fine,but I've discovered that the CK has added an extra cell around the edges of my world.

In Oscape, the world generated has even numbers. If I go to corner -32,-32 I'm right in the corner, but the CK has generated the meshes from -33,-33.
Where did this extra cell come from if my worldspace is only 2048x2048 (64x64 cells) ?

This also means that the meshes do not tie in with the textures that Oscape has generate for -32,-32.

Can anyone shed some light on this ? or perhaps suggest a fix ?
