New Worldspace

I'm trying to make a new worldspace for a mod but no matter what I put into the worldspace box the newly rendered exterior cells seem to have massive invisible spots in the middle of the render window, the terrain outside of the space is editable but if I look directly at it, that becomes invisible as if there's a block of LOD Water/Vertex/Whatever or something appearing in my face and making everything behind it invisible.
Is it a bug or am I doing it wrong?

Ok it worked when I placed an item.

With Fallout3 we got rid of this by using the default land and water height when creating a new world-space. If you change from the defaults, you would get those holes (in the Fallout3 GECK).

That said I don't know how the NV-GECK behaves in this manner, hopefully the same holds true for NV-GECK.
