I just finished building my computer and it's not powering on. When I hit the power button, the power LED on the case flashes really quick, and the CPU fan jerks. The PSU fan doesn't come on and the two case fans which are connected to the peripheral connectors on the PSU don't come on either.

There are two LEDs on the video card that are lit up indicating that it has power, but there are no LEDs on the mobo, though I'm not sure if there are supposed to be.

I tried reseated the CPU heatsink a few times. I checked to make sure that the positive and negative connectors for the power button are correct. The 24 pin and 4 pin power connectors are connected to the motherboard. I tried powering it on with only one RAM stick plugged in at a time, in different slots, and still nothing. I also tried a second outlet.
