Just got to Nipton for the first time with a new character and Vulpes along with all his cronies attacked me on sight. I've had zero contact with the Legion up until this point and I haven't done a single quest for the NCR (I started a couple, but none of them has been completed). I'm idolized in Goodsprings and shunned by the Powder Gangers, but that's the only rep I've accumulated up until this point. Any ideas why this is happening? And, more importantly, is there a way to fix it?

Are you wearing NCR* armor or did you go on ahead and recruit Boone?

* Also includes Powder Gangers or any other faction hostile to Legion.
