Nipton/Vulpes bug : Fallout: New Vegas

I enter Nipton.
The "lotto winner" doesnt appear.
I walk in further, Vulpes isnt even there.

Anyway I can just spawn him?

I tried:

player.moveto 0013b5fb and the lotto guy's ref id, but when it teleported me to them, they werent there

People obviously are not seeing this hence why not many people are responding. Try picking up the quest to visit the town for the Female Ranger standing on top of the NCR trading post in the corner of the map (By the two giant black ranger statues shaking hands). She asks you to check on the town as she has heard bad things, it might trigger the spawns.

Did you look in the buildings for the lottery winner? He was in a building.

Reload previous auto save. or do other quest first. it happend to me one time, in some interest person did not show up.

The same happened to me. I tried anything and even reinstalled the game. After this I activated one of all my mods, checked, if it runs, activated the next and so forth. Finally I found out that "unlimited companions"-mod caused this bug. I unchecked it again and the NPCs spawned.
BTW, if anything is allright witrh the game, they spawn even without the quest of Ranger Ghost and Vulpes will give you his quest. When you talk now to Ghost she will give you the quest and you can immediately tell her that it's done.
