Are non-enchanted Swords level based?
Ones like Scimitar or Imperial Sword one finds laying around.

Like if I pick up the Scimitar by the northern beach at level 5 and level 25. When I'm at level 25, will the Scimitar I found at level 5 and one I found at level 25 offer same damage?

Yup, they're just weapons. Not special or anything. Imperial swords are reskinned steel swords, I think.
