Info from UESPwiki

Blocking

"Deflect Arrows is bugged. It sets blocking effectiveness to the maximum value against all attacks, regardless of your Block skill, Shield Wall ranks, or Fortify Block effects. It does not work when blocking with weapons, but if you use a shield, Deflect Arrows renders all other forms of increasing Block strength obsolete."

If only i would have known.

It appears that way. I haven't run the test myself.

But it appears that if you use a shield, Deflect Arrows makes all other perks (and enchantments, or other fortifications) to increase blocking effectiveness worthless.

A very major bug it seems. Seems as though it would have been good for Bethesda to have tested their perks.

Reminds me of acrobatics in Oblivion, where acrobatics was supposed to reduce fall damage - but due to a very simple and sloppy math bug it pretty much didn't affect fall damage in any reasonable way.

If you look at the coding for the perk, I'm confused as to how anyone thought it was going to work. The perk's programming tells it, straight up, "when blocking with a shield, reduce incoming damage by 100%" There nothing there which appears to account for the damage coming from an arrow. There doesn't even seem to have been an attempt. It looks like this perk was put together, and the designer in charge of it sent out a note to the programmers that he needed a "if damagesource = arrow" condition, but then everyone forgot about it, and game shipped with an unfinished perk.

They (Bethesda) never will, but the Unofficial Patch fixes it.

But it would be nice if Bethesda tested their perks.

Unfortunately, that doesn't help us simpletons who play on Xbox and PS3.

That explains so much now lol.

I wondered why an Ebony Battleaxe from a Draugr Death Overlord on Master did such little damage that I couldnt see any difference in my health.

Beth did fix some hardware related problems, then some quest glitch/bugs but they did not feel the need to fix this! Amazing. Now i feel like i want to start over again just so i wont be wasting perks on something as broken as this.
Now that i think about it, im going to spend next ten hours of my life in UESPwiki to check out what works and what does not work and then start a new character.

Don't worry.
When they fix that bug, you'll be glad that you invested in those perks.

Yeah, Bethesda does not have a good track record for fixing this type of bug. There is also the Atronach perk bug and the bug with the Elemental Potency, but I seriously doubt any of them will ever get fixed, except of course by the Unofficial Patch.

or was it tested and no one listened to the testers? "Screw it, ship it" is not an uncommon occurrence in the game industry.

I previously posted about this... Quite an annoying bug, although they would never consider it as game breaking or that harmful being that its benefitting the player. I do hope it gets fixed along with the other bugged perks. I think it was 1.2 that caused this bug however... It wasnt present in original patch

So what you are saying is that once you get the Deflect Arrows perk, you needn't invest in any more, right??

Yes. Deflect Arrows automatically gives you 85% effectiveness against any attacks, not just bows. Once you can unlock it, it makes Shield Wall useless

Well, not even the bugged Deflect Arrows will stop a spell, so Elemental Protection may still be useful, along with Block Runner and all the bash perks on the right side of the tree (if you are into power bashing) but yeah, you only need one point in Shield Wall. I am not sure about Shield Charge. I read on the UESP that it is bugged as well and stops working after a while. For that reason I am not touching it.

EDIT: Apparantly if you are on a PC you can get Shield Charge working again with a console command. http://www.uesp.net/wiki/Skyrim:Block But if you are on a PS3 or Xbox, you are outta luck.

It's nice to find out about this after my character has 5/5 shield wall.

This isn't something that would make me want to restart my character, but if there ever was a way to re-do perks, I'd not pick them up again.

I'd never take 5/5 shield wall anyway, 5% (it's actually 10%, another error) isn't enough to warrant a perk, the same with sneak. All the perks after the arrow perk aren't useless, they help movement and magic defence, so you haven't wasted perks there.

With the right blocking path, it's all about bashing, which can be very damaging. I believe you can hit some high numbers (100+) power bashing with a daedric warhammer.

So the only perk you need to ignore is the shield wall one, only take it once. My problem is it makes the game to easy for my shield character, on master.

Theres that, and how daggers are not inked to one handed weapons when you use enchantments or potions to increase damage, there is numerous things that they just overlooked. Or ignored.
