Oblivion had a lot of instances where dozens of people were in the same cell at once, usually in the cities. Even Megaton had a reasonable amount of people outside at once. I can't think of a reason why New Vegas couldn't do it. It could possibly be due to all the glitz and glamor of the city, it may be hogging up too many resources. :shrug:
I do agree though that, from what we've seen in the videos, it looks absolutely deserted. It's almost as if the city was built for a populace triple the size of what it is. Obviously being a pre-war city that makes sense, but it still doesn't feel right having such empty streets. Who knows, when we actually play the game it may feel much less deserted than the videos led us to believe. I sure hope that's the case, anyway.
