NPC standing still without movement.

Hello folks. I'm wondering how I make a NPC stay at one excact point until I tell him otherwise.
I'm trying to keep a guardsman to stand in one point, blocking a door until certain queststages have finished.
I placed him in the gameworld and gave him a DefaultStayAtCurrentLocation AI package, and he stands there if I watch him or change cell. But if I wait, he'll suddenly appear somewhere else.
If I want him to stand on a houseroof, he will appear in an alleyway next to it if I wait. So how do I make a NPC stand at an exact point without moving, even if I wait?

Also, I got a problem with WoundedMarkers. I need a NPC to lie on the ground in a pool of blood like the soldiers in the miitary camps do, but he won't show up.
I place the marker and the NPC into the cell, and connect them with Linked Reference. Why doesn't he show up like he's supposed to?
