Yes I hope that someone can please explain why when I visit both Hidden Valley and the Great Khan Makeshift Camp just north of Goodsprings I ncan find no BOS nor Khans. I know from others that there are quests there but everytiome I go there they is just simply noone there. I am playing as a friend to the NCR and have just finished Novac. I am a level 18. Thyank you in advance.

The makeshift camp I have not seen npc's there ever, also the hiddenvalley issue involving BOS wont appear until a certain quest is finished due to the story.
