Npcs not moving

Has anyone come across npcs who all of a sudden stop moving or have stopped talking unless spoken to?

On my last playthrough, I've seen Frodnar in Riverwood standing in the middle of the road at all hours of the day, basically standing there like a statue. On this current playthrough, Carlotta Valentia and her daughter are now "frozen" behind her food stand.

yeah, in riverwood the children just stand there. all day,all night.

May I ask on what platform you are on?
Pc. Only mod is the unofficial patch.

This "issue" doesn't seem to be breaking anything, but I do like to see people move around, go home at night, have conversations with nearby npcs and etc.

I haven't had this issue in the past, but now I've encountered it in back to back playthroughs. I probably wouldn't have noticed if it happened anywhere other than Whiterun or Riverwood.

I'll look up some console commands and see if that works. I'm not sure if it's an A.I. issue or what.

Try selecting them and then using the console commands to disable then enable them.

Thanks. Since I'm new to console commands, I'm going to go through a bit of trial and error, and hopefully I can bring these frozen npcs back to life.

Before using console commands, leave the cell and come back three days later. It should reset everything and everyone.
