How come some NPCs like Gwendolyn only say a few words?

Maybe she is dumb and she only learnt a few words of her life. She works
at the Battle-Born Farm. How do she live when she only speak a few words?

Some of the NPCs only repeat a few sentences, but if they get too annoying, I just walk away.
