Npcs who are stuck in place (a.i. broken?)

There are various npcs who will remain standing in place, who can be spoken to and interacted with, but will never go home at night, or otherwise move around, when they should. Such instances are Carlotta in Whiterun, who is still standing by her stand, along with her daughter, at 12 am, and I've seen Frodnar standing in the middle of Riverwood 24/7. In addition, they won't speak unless spoken to, which is an unintended convenience, actually.

Did the a.i. somehow turn off on these specific npcs? Will console commands fix this? Anyone know a specific line? Since switching to pc, I have yet to use console commands yet and don't want to break anything. This doesn't seem to be interfering with any quests or anything, but I'd like these paralyzed npcs to resume their normal routines.

Only mod is the Unofficial Patch.

Anyone familiar with this issue of npcs who become silent statues, instead of speaking to nearby npcs and closing up shop/going home at 8 pm?
