Just want to be sure I am not alone with this problem.

With HDR, the sunglare pass through solid such as walls and houses (when outside).

It seems to affect Nvidia 400 series and the driver 260.99.

Other can confirm?

Yep, there is a thread about it on Nvidia's forum

It started with Oblivion but apparently in the last few driver updates it know effects the 3D fallout games. Most likely a driver issue
