Hey, I have seen a few topics on this quest, but none that solve the problems that I have.

I have done the stormcloak questline so there is a new Jarl in town, he hangs out that the companions guild house.

I go talk to him , tell him I am ready and he says that his men are ready and its up to me.

I go up there, call the dragon, he shows up, but just circles.

I cannot get him to trigger his attacks. The new Jarls just chills in the companion guild house, saying that its up to me if I try talking to him. I have tried to wait 24 hrs, I have tried to skip the quest with console commands, (I cant continue then, because the dragon isnt trapped).

Wouldn't it be nice if you had some sort of power to force a dragon to land?

Or with console commands use the magic of set stage, and coc. There was a topic you can search for about this as well. Or just goto UESP wiki.

Dragonrend does nothing and if I skip stages with console, I end up with a broken quest, because the dragon is not in captivity when I go to set him free.

You are aware you need to hit the dragon with dragonrend right? And not shout randomly in the air.

Also use arrows or magic to get him fighting.

I think I know your problem. You're out in the front courtyard area, right? I was stuck here, too. You need to be out back, on the back deck. Get there through the back room (iirc) of the Jarl's hall in Dragonreach. Shout for him there. You'll know you're in the right room if you see large, wooden body restraints above you for capturing him.
