Offline mode not working

So I bought Fallout New Vegas on day one and have played it though completely while connected to steam. I now am going to be deployed to Afghanistan for six months and though "I'll get the two DLC packs that have come out and replay the game while i'm over there". So I loaded up the game on my laptop installed steam and used steam to load up the DLC. I then logged into steam and switched it to offline mode so that I would be able to play while not connected to the internet (Not usually an option in a deployed location) and tried to fire it up. If I leave my laptop connected to the internet while in offline mode everything seams to be fine. But if I disconnect the internet connection on it the whole thing gets F'd up.

If I try to launch the game while the internet is disconnected, the launcher pops up tells me it has auto selected my graphic options and then when I hit play it does not launch the game and tells me it has auto selected the options again. If I try and manually change the options they will not save. If I leave the internet connected while I launch the game then disconnect the internet I seam to be unable to save.

Can someone tell me what the purpose of offline mode is if it does not let you play your games offline? Everything I ever read on FNV said that while steam was required to install and authenticate the game, you would be able to play the game while not connected to the internet by using the steam offline mode.

Offline/disconnecting the internet cable=a still working game for me, so something else is wrong.

Do you have the Cloud system on? If so, maybe it's tossing up errors because it can't access the 'net for that? I don't know if that would cause a problem, since I always have it off...but just a thought.
