technically its not a bug because the game doesn't recognize you taking an item until you put it in your inventory.... which makes sense as your not really taking the item until you stow it... but your dealing with an AI that doesnt recognize your walking off with their merchandise

Grabbing an item is more "moving" than "taking".

makes this a bug, or at very least an exploit.

If your intention is to take the item, the whole event is called stealing.
In real life, your not 'moving' a diamond ring Until you steal it

Try telling a police officer that you are just 'moving' an item from their store
