At first, I thought perhaps people didn't bet until you had a few games under your belt, but after 15 games now, no NPC I challenge to Caravan places a bet! I can't make caps playing the game because of this.

I've had someone bet before. I forget off the top of my head her name or the bar/store... but it's the same place you could pick up Cass. The woman behind the counter will throw money down when you play. It will drain her cash after only a few games though, so either sell items or play Caravan. I have only played with a couple people, so I don't know of anymore.

If it's random, then the chances of a bet of 0 should be MUCH lower.

The bartender in the Mojave Outpost barracks doesn't make any sort of bets with me either. I haven't seen a single person I can challenge to a game place any sort of bet. It's messing up how quickly I can gain access to The Strip ><
