One problem after another

After i fixed that khajiit problem i noticed that when npc's or creatures engage in combat they don't move can that be fixed?

Sidequestion: Is there a mod that allows to use shields without wearing a weapon?
COBL race balanced version to me makes me overpowered or am i wrong?

COBL Races Balanced should not make you overpowered. You would be overpowered if the rest of your setup is not balanced, however. I did not notice you needed to have a weapon to block... Your shield is unequipped when you drop your sword? I really do not remember that. Anyway, with FCOM you should probably install a leveling mod. Your setup does not otherwise look unbalanced. What kind of character are you playing? Did you change SM's default? It is balanced with FCOM pretty well.

Edit: You are suffering AI overload. Remove TIE - In. It does not work with FCOM that well anyway, and the AI packages from all of the NPCs it adds are swamping your CPU. Also, it may help if you raise the max number of characters allowed in combat. To do that, in the bashed patch, find the "Combat: Max Actors" setting (tweak settings), right-click and raise the limit to 30, 40 or 50. Your performance will suffer greatly if you raise the limit beyond the scope of your machine's specs, however. Choose and option and try it out. Regarding TI, wait until Corepc releases the new TIE4Mods. Your specs may still be unable to handle it, but it should be better than your current situation with TIE - In.

I just like my game when its hard i don't see any balance in adding so many of those resistances... :S
You can't use your shield if you are not wearing a weapon
I guess i will try to raise beyond the max a little i hope it wont have very much of a impact on the fps

One more question if i cast weakness to magic on a person and after that use hmm lets say absorb health will the absorb health have a greater effect?

That didn't seem to help however the guards react accordingly without increasing above the max
I gotta investigate this further in any case please post any possible cause of this and any solutions thank you...

I think the answer to your earlier question is yes. Likewise, having weakness to magic on yourself increases the effectiveness of healing magic. What problems remain at this point?

Ok i see...well i just started the game and loaded a saved file and the problem didn't occur... however i wanna try and fix my get up animation its acting all weird any suggestions anyone?

I have another problem my CTD's have increased rapidly...i need to solve this -_- they seem to occur randomly or when someone is talking im not sure
I think it has something to do with the recent adding of Weather All Natural
I can't send you a screenshot because i can barely play the game without it crashing...

Did you turn on (by setting to 0) the scripted weather option in the sl.ini? Remember you have to use the initialize from INI in game load the change into an existing game.

Sadly, no, it doesn't. Not without some clever knowledge of how the game works. Add a small hostile effect to the healing spell you wish to buff, and it will register the spell as hostile, then weakness to magic will increase the effects of the spell, including healing effects.

Weakness to Magic can only be used to increase positive effects if the spell is hostile(and more specifically hostile to the actor casting it). Thus, straight restore HP 100 with a 100% weakness to magic will only heal you 100 points, but add damage fatigue 1 to it, and suddenly you heal 200 points per casting. Assuming you have full magic effectiveness, that is.
