Note: I initiated, but didn't complete the quest to become a Stormcloak BEFORE I ran into this. That's the cause of this bug. Anyway, I had gone to the Greybeards in the main quest to get them to try to get a truce going between Ulfric and the Imperials. They sent me to convince both Tullius and Ulfric to meet.
**If you have started the "Join the Stormcloaks" quest and gotten the Ice Wraith teeth, but do not complete this quest - and then convince Tullius to go to Hrothgar BEFORE you meet with Ulfric, you will break the main quest and the Stormcloak quest as well.
I had done so, and upon arriving at Ulfric's, I was unable to talk to him (even though the prompt/icon to do so stayed on the screen). He would only keep walking around telling me to meet with Galmar, who in turn would not talk to me. Obviously, I was unable to finish the Stormcloak quest at this point. Upon reloading my game, I went and spoke with Galmar before I did anything else. I decided not to take the Stormcloak Oath at that time. Then I was able to speak with Ulfric and convince him to meet with the Greybeards. Then I went and did the same with Tullius, with no problems. I'm assuming you can take the oath and you will be OK as well. I then went on to beat the game, and have yet to join either side since they are both a couple of chuckleheads.
By the way, going back to Tullius would only result in him saying that he had agreed to go to the meeting. You can not talk to Legate Rikke, either, so you will not be able to either start OR finish the Joining the Legion quest. Basically, this bug kills a bunch of quests, including the main one. I imagine that if you had gone the other way (starting but not finishing the Legion quest, then talking to Ulfric first), the same thing will happen.
Hope this doesn't seem too convoluted!!!
Has anyone else run into this exact same scenario yet?
