Overall Art Style and Lighting

Obviously the art style is a lot different than the previous game since the area had little effect from the bombs, but besides the blue sky and clean look something was missing artistically and maybe you will disagree but it seems Obsidian has made things much less shiny than in FO3 (or Oblivion for that matter). Oblivion was one of the first games to utilize HDR lighting and it was all bright and shiny, a little over done but still kinda cool. Fallout 3 was less shiny but the shininess was still there. In NV, HDR is used on neon signs or lights but surfaces lack that overly blooming shine from the previous game. Not a bad thing at all, just something I noticed. The PC version (with the .dll 'fix') runs much smoother than FO3 does on my PC too probably because of this. You can also disable HDR in the PC version and it hardly makes much of a difference!
