Overhual idea (possible WIP?)

After the 1.6 patch my creation kit started working for me :D. I am thinking about creating an overhual mod similar to OOO for oblivion. The main goals of which would be


remove level scaling. Low altitude areas and areas involved with early/simple quests will have easier enemies while high altitude areas will have dificult enemies.

overhual the perk trees


change the loot system so rare items are rare, even at high levels


incorporate my own version of lorecraft that adds the books to blacksmiths as well as the leveled lists.

incorporate quests to unlock dwarven, elven, and deadric smithing instead of getting the perks the normal way.


Incorporate a quest to make black soul gems.


Make the mod as modular as possible so that people can install only the aspects they like.

What do you guys think? Would you like to see a mod like this? I don't know if it's going to be worth the effort or not, but I would love to see this. While other modders have their own way of doing things (ACE, SkyRe, ect) none of them are quite what I want.
